Scope
Operators and traders placing relevant commodities and Annex I products on the EU market or exporting them from the Union.

Key obligations
- Art. 3 prohibition: products must be deforestation-free (cut-off 31 December 2020), legally produced, and covered by a due diligence statement.
- Due diligence: information requirements incl. plot-level geolocation (Art. 9), risk assessment (Art. 10), risk mitigation (Art. 11).
- Simplified due diligence for commodities from low-risk countries under Art. 29 benchmarking (Art. 13).
- SME traders: information collection and retention only (Art. 5).
- Penalties up to at least 4% of Union-wide annual turnover (Art. 25).
Notes
The Regulation entered into force on 29 June 2023. Regulation (EU) 2024/3234 postponed the date of application by 12 months. Further amendment and simplification initiatives have been under discussion since 2025 โ the currently applicable application dates and any adopted amendments must be verified on EUR-Lex before advising a client.
The Art. 29 country benchmarking classification is adopted by Commission implementing act and determines eligibility for simplified due diligence; the current list must be checked for each origin at the time of assessment.
The EUDR replaces the EU Timber Regulation (995/2010) for timber products, subject to the transitional arrangements in Art. 37.
