Environment Act 2021, Schedule 17 โ forest risk commodities
Environment Act 2021 (c. 30), Schedule 17
Last editorial review: 2026-07-07
Scope
Regulated persons (businesses above a turnover threshold to be set in regulations) using forest risk commodities, or products derived from them, in UK commercial activity.
Commodities covered
Key obligations
- Prohibition on using a forest risk commodity produced in contravention of local laws relating to land use/ownership (para. 2).
- Due diligence system on the supply chain (para. 3).
- Annual reporting on due diligence actions (para. 4).
Notes
Schedule 17 is framework legislation: the commodities in scope, turnover thresholds, exemptions and enforcement depend on secondary legislation. The status of the implementing regulations must be verified before any client advice โ this record is flagged for review. The associated navigator is active but treats the regime as prospective: in-scope routes terminate amber pending the secondary legislation, and figures from Government announcements are presented as proposals, not law.
Unlike the EUDR, the UK regime as legislated targets illegal deforestation (production in contravention of local law) rather than all deforestation after a cut-off date.
